Looking for someone who can develop an ebrochure

I have a proposal I'm working on and I need some thoughts on how to develop an ebrochure as part of a web design. What type of programming would work best, how would/could it work? They are looking for a "build your own brochure" tool that allows the customer to pick from a set of courses that they might want to take and build a brochure that they can save or print (perhaps a pdf). here's what the prospect has asked for:

- tool for customers to create their own customized brochure on the fly
- includes variable fields for co-brand with local facility and HQ brand
- allows them to pick one or more classes/date options
- provides imagery of the local center/facility
- standard design, but dynamic header based on local center
- can be emailed or saved as pdf
- email sign up to be able to print or create with the lead emailed to the local center after the ebrochure has been created.
