link popularity is the most effective. But for most industries where there is little search engine optimization being done, all you need is content and lots of it.

Fresh content. Keep the content coming. Even on a static site, remember to update and keep it fresh. I still believe that talking to your customers in a personal way that engages them and makes them spread the word about your site is more powerful than anything Google says about your site. But Google usually gets them there in the first place.

Linking seems to be the big thing at the moment as well. Make sure the links are relevant and from Google trusted sites. Look for good anchor text too.

I agree with the posts below. It's important to figure out what keywords you should be targeting (ask your customers, use SEO keyword tools, etc) then make sure those keywords are your pages in the title tag, headers, and body copy. Also, make sure your website is not dynamic as it will not be indexed by search engines.
1. Keywords
2. Outbound links with keyword rich anchor text
3. Clean code on website and pure CSS site
4. Interlinking on your site using keyword rich anchor text
5. Have lots of time available to make these changes

Great information so far, confirming what Ive seen be effective also...

Ive done some significant link building for a few clients over the last year... Ive only been able to get my page ranks anywhere from 1-3...

What are some major factors to increase page rank? Anyone have an idea on how they figure page rank and what I would need to get a 5-6 or even 7-8?

links, lots of them. Links to all of your pages, not just the homepage.

Write good content and keep it updated. I do well when I am writing a little content every week or everyother week.

I would say some of the most important aspects of SEO are the following:

1) Getting links from high authority sources with an anchor text that is descriptive and relevant keyword to your product or service. If you can get an .edu, or .gov link they usually hold a lot of good link juice

2) Make sure your url structure is clean. Search engines don't crawl urls like this
http://www.sampleurl.com/pg=?62F as well as: http://www.sampleurl.com/Sample-post

3) If possible get a domain name with keyword that is often searched by your market

4) Make sure each meta description on your major pages is different. You want each page to be unique and relevant to that page.

5) Use the same url structure each time when you link. If you want to use: http://YourSite.com that's fine, or you could use http://www.Your Site.com...but don't use both because the Search Engines will recognize them as two separate sites and will split your SEO Juice between the two. You can do a permanent re-direct from one to the other that's what I do.

6) Constantly be producing content that is relevant to your niche. One of the biggest things in SEO is how often your website or blog is updated. So publish, publish, publish!

Video SEO is huge right now. With meta tagging and optimizing descriptions and using a software like trafficgeyser. You could literally rank for long tail keywords in days.
